BLACKOUT AND WAR

I am trying to counter attack and invasion but I cant because they have a black out period but they are attacking me and i cant do anything about it?

The person you were trying to attack was in a black out period he couldn't attack you. He was painting you with SF however they were attacking nothing. Painting alone does nothing to the war index the country has to be painted then attacked to effect the war index.

I was the one attacking you and eventually your black out periods kicked in.
