In my capital, Marcadia on GR, I have workers becoming unemployed by the millions for no reason at all. I have more than enough workers of every category for the unemployment to fall, but instead, it just keeps trending up! It also varies wildly from game-month to game-month.

Go to your corporation page under Prod and Hiring. Check to see if they are set to 100 or Auto. If they're set to Auto they may not have 100% employment. You can also change this under new corp settings for new corporations.

Description of Auto hiring

"Hiring levels in corporations can be set automatically. The level depends on the success of the corporation in selling its products and the settings of the production level for the following months. The hiring level will increase if the corporation is successful and tries to increase production. The hiring level is limited to less than 10% change per game month. It will always be a number (percentage) between 0 and 100%."

If they're set to auto, your employment varies month to month due to market conditions and your corporations adjusting to them.

I looked into the country.

You have shortages of workers. professionals look ok.

The country has very large population numbers.
and many corporations.

At that scale, changes in hiring can easily become larger than the reserve of available workers.

You need a larger surplus of workers in all groups, including the three workers groups to keep hiring stable.

The solution is either an increase in population or a reduction in the number of corporations.

This problem occurs in countries with very high population. The larger the population, the larger the workers reserves you need.

@Andy

Is this just a case of the numbers on the employment page lagging behind the actual game state?

I keep having to convert professionals constantly, but in this particular case, the employment kept dropping, despite the labor page showing at least some available workers month after month.

@Exphon All of mine are set manually. I thought about this as well, but everything was set correctly. Thanks for the input.

After shuffling more worker around today I think it's stabilized. The numbers on the labor page aren't jumping around now.

I think the labor stats aren't always totally reliable at face value. Looking into my population stats, I might be getting shafted by the population ageing mechanic.
