Helicopter Carrier in the middle of land? (Golden Rainbow)

At position 28.70*S 96.94*E, A helicopter carrier is just sitting there, I dont see any water where it could be stationed. The carrier name is Springdale owned by the Argentinian Republic.

I am wondering if this is an error?

It happens when you tell a carrier to move to the coast of a country that has no coast. While this may be unrealistic, it is done for game balancing, to ensure that countries inland have no defensive advantage over coastal nations.
