Welfare index is comprised of many indexes together.
But the main contributor is your social security settings.

Welfare index is a pointless crock. It doesn't make sense why paying the unemployed and disabled more then the employed would increase the productivity of the employed. Are the disabled and unemployed all taking motivational lessons with their extra cash, and motivate the employed?

Which adleast is a good indication that actually paying the employed more, will have much more of an effect on the productivity of the employed, then "welfare". Maybe if SC had welfare options that actually addressed productivity it would make sense. Things like gov funded daycare, worker benefits, stress counseling and other counseling, and drug policies. Otherwise welfare index should have a much higher effect on immigration (assuming its implemented as its in the download history sheets) then corporation productivity.

Anthony don't worry about welfare, social security, for its costs does not deliver reasonable benefits to set it to 10% (the minimum), and provide services to your country based on what you think it needs not what will increase the welfare index.

Oh by the way, ask for advise in the help section, problems are usually for addressing problems and errors in the game its self.

Angus, you're right about the correct place to put this thread, but one thing the welfare index does factor into is civil unrest. If you let it get too low rebels start attacking your factories, etc.
