State Corps Being Bid On Automatically

I've had two instances where one of my state corps went up for bid, and another player bid on them. Both times the bidding players were nice and were willing to work with me.

But how do I stop my state corps from automatically going onto a public action, or at least define the criteria for when that happens?

You can "nationalize" up to 20 of them, once natioanlized corporations can not be bid on by other players.

Also you also can block CEO's from your country protecting all corps from being bought, but CEO corps do offer some benefits.

When you leave a corp a "state corp" and do not block CEO's, when a CEO bids on it it will become a public auction.
