Shortages after war

If I'm not mistaken, products the country uses are, for some products, sold to the general public. After a war there is a lot of shortages in construction. When I purchase this when it is in the red, will those stocks be sold to the general public whereby the country gets the money back, or will it just go into some black hole?

I believe it just cancels out the negative and disappears. It is to repair all the damage caused to cities from the war.

Exactly so but maybe not so clear:

Construction products are bought by countries after war.
the materials are used to repair the war damage.
