Empire gone bad.

Well, I'm a newbye as you might have guessed and I just had to conquer my neighbouring nation which didn't have a president, unfortunately that nation was basicly in a state of economic collapse, their current cash is in the negatives and their health and education indexes are atrocious, the problem is that I want to reach game level 3 but that lump of land is keeping me down since the empire population and health ratings. I've got 15 mil people, that is more than 14 mil needed for level 3 but the empire avarage is just 12 mil. How can I get rid of the land I conquered? I'm even ok letting other people take it away from me cause it's dragging me down!

But you might want to consider building it up a bit so your average indexes meet the requirements for level 3. Its really quite easy as long as you dont have too much debt in either.
