As I looked around some, I have a few questions. Does buying FMUs at 120 and everything else at 210 produce a high enough quality to reach max quality depending on the status of it?

Should I use another strategy to maintain a high final product quality?

What is the max final product quality for state owned and truly public? For these are the two corps, I wish to have in my country.

FMU at 120 and others at 210 is not right, Sueno. Just set it to 200 quality. 330q is max for all corps. I think so

Actually Sueno, buying fmu at 120 is a great strategy. Depending on your aims. I do this myself. FMU are usually one of if not the most expensive supply a corporation can have to purchase. If you want to achieve a high asq, and do it efficiently, using a strategy like this is excellent.

I suggest you do a forum search on "Wildeye's Leaving Guide To everything" to get more information on Average supply quality or asq. Furthermore, you will also find many gems on army and defense in that guide. It is amazing to me how useful that guide is to new players years post-script. She was great.
