Country buying 3 hospitals a month but closing 1 ever month

Shortages force destruction of facilities. There is a shortage of workers maintaining facilities in the country and some are being closed.
Thu Jan 3, 3430 Due to a lack of Senior Doctors, REDNECK LAND was unable to maintain its Hospitals. Their number has been reduced from 217 to 216 hospitals.
ok I've been getting this is what I've been getting in the news paper but my country's buying 3 hospitals a month why??? is there a automation thing I missed and I don't really understand how to get more senior doctors

this stuff is killing my economy I could have spent that on military hardware as you can see this is a serous problem Ive never had this problem with my health care cost have gone up and my health care ratio has gone down I cant afford to keep spending this money43.058.000.000 !!
ive also got it set to buy hospitals at 180 quality as you can see it doesn't follow my orders ether. I thought with high quality hospitals and higher quality goods that hospitals need that it would bring my health ratio up I was wrong

amount dead this year is it possible my death rates are causing the money problem like the older gerations dieing off ? and there health care cost in the end are my problem ?
