You can turn automatic building off.
It is in the automation page.
The automatic process chooses for corportions that are in severe shortage.
most of the time the choice is good but as I said, you can turn it off.

I'm a beginner, so what level will allow me to turn it off? 4?

At level 4 it will stop whether you want it or not.
It should however stop earlier, if you ask for it.
