Buying direct?

how do you do buy direct?
i'm trying to buy a cargo shuttle,
it says "You can buy Cargo Shuttles on the portal.
Please close contracts, buy it directly or buy it on the portal"

what/where is the portal?

Go to Direct Trading in the menu on the left side of the main screen for your country.
