Do C3 countries counter attack? (Golden Rainbow)

While I know my economy isn't ready to support an army and I know that I eventually want to participate in the war game. First I want to try things out against c3s to get my feet wet. I've read up on what I need to invade them, but do I need defense ready when I declare war on them, or can I just have the offensive units I need? Basically will the c3 attack me when I declare war on them?

The c3 will not attack you. Only at war level 8 will the c3 counter attack.

C3s in levels 1-7 do not counter attack but they defend themselves against your attacks and their army will always counter attacks, destroying many attacking weapons.

starting April 17, C3s in war level 7 will also use stealth fighters to counter attack and do it more vigorously at war levels 8,9 and 10.

Andy I figured that's what Keto meant, I was just looking for if I had to reactivate both offensive and defensive weapons to fight a c3 (war level 0 currently) or just offensive weapons. From everything is sounds like I just need offensive weapons, and I should expect losses, which well it's war so I do expect some casualties. But thank you for clarifying, more detail is never a bad thing when answering a question.

Fighting C3s in levels 1 - 6 you need only offensive weapons.
When the C3 starts using stealth fighters, you need to have weapons that can stop them.

check the weapons document for the stealth fighters and see what can damage them.
interceptors for sure, many, and missile interceptors to stop their missiles but also some more.
The stealth fighters will attack your air force.
