Materials spending

Hi.

Have a meybe a stupid question byt why my contry spending lot of money to bay materials but people and government not bay spend it so lot. I mean I see it in cash summary. Cash spend for materials 800B but gov and people spend for for example only 150B. This situation make a big black hole in my budget hahaha. What is going an?

The materials are bought in large quantities.
some months a lot is being bought. other months nothing at all.

In the long run, everything that is purchased for the population is used by the population and paid by the population.

the amounts end up about the same with some price fluctuations that can
make some differences up or down.

I forgot to mention:

The country buys in large quantities to reduce the number of transactions.
You can set the order size in months.
but the default is also quite large.

When a product in the country gets to a low level, a very large order is issued. So sometimes it is only for product being ordered, and sometimes there are many.

On the other hand, the population consumes each game month about the same quantities.
