Rising Government Cost

Hi Andy,

I dont know if you had a chance to look at Government cost. I canceled 3 countries and assumed that government cost would be significantly lowered. However Im my main country Government cost continued to rise.

Government costs lag behind the events that cause them and adjust slowly to the new levels.
The new levels do not increase by country but start moving up when you cross some number of countries.
the next level might be 5 countries more.
