Quality is taken into account but what you see is the result of the trading procedure trying to find a match.
The request and ask prices are multiplied by the quality.
It is not available in most cases and a match is made by shifting both request and offer a bit.
When the difference is large, there is just no trade.
This is true for all offers and requests at a set price.
market price trades always go except for large shortages or over supply.
