Cash market not working? (White Giant)

Is something wrong with the cash market? I try to bid on a country and it wont let me.

you've plundered too much recently and the game gods are penalizing you.

Cash bidding on corporations and enterprises not working, not able to bid on coutries or enterprise final screen says no form rcmbid
