Defense Spending

I have a new country that I am sending weapons to for storage in its space center so I can bolster its defenses when the economy gets going. I have no active or deactivated weapons or military units because everything is in the space center. Despite this my monthly defense costs are astronomical and rising. I was under the impression that if you store weapons in your space center you wont have to pay maintenance for them. Is this not the case? Do I need to store my ammunition as well? What should I do?

Weapon maintenance is independent on where you put your weapons.

except for space stations.

But then you have the cost of the space station storage.
