My population is decreasing , it is currently ABIT above 20m but can't seem to get to 21m

Free members are capped at 20M

What should my health index be now that I'm reached population cap

With the recent changes to the death rate and life expectancy that may not be correct though.

Exactly, without updates, we can't know if the system has changed changed...

Also, my healthcare index is 140, and with these changes, that puts my life expectancy over 100. Long term, that would result in a huge ageing crisis. I think I'm going to drop back to just over 130 healthcare index.
