W3C - Beware the population trap when purchasing a country

When a country is offered for sale, it could be that population was sold just before it was put on the market.

In that case, the results of the population sale will become apparent in the following days and the economy could suffer, with declining welfare index and long term damage to the economy.
The seller too, may not be aware, but it was explained many times, will have the same results in all his countries in the empire and may see the entire empire sinking into big losses.

The only solution, for the buyer and the seller, is to purchase lots of population and negate the decline.
In the mean time, unknowing buyers have no way to see what the situation is in the country and they can purchase a problem.

We will add a check in the offering procedure, that will prevent an offer of a country if it contains this time bomb.
I am not sure we are able to cover all such potential problems but this one can be prevented.

Isn't it possible to just cancel the mechanisms that causes damage to the country if it is sold on to another player?

But, either way, I think its a good, fair, move to prevent these traps.

I will check tomorrow with the engineer who is involved in this. It might be that we clear it up when sold.

When a country is bought, there is a partial repair.
The history of population sales is cleared and not inherited by the buyer.
However, population sales damage the balance of the population. After many such sales, the most productive population groups are severely reduced. Birth numbers decline and the population will keep declining for a long time and then re-balance at a lower level.

This cannot be prevented.

We will add a check when offering a country. If many population sales took place recently, the sale will be prevented.
