Destruction of roads

Shortages force destruction of facilities. There is a shortage of workers maintaining facilities in the country and some are being closed.
Thu Mar 9, 4304 Due to a lack of Road Maintenance, Vulcan was unable to maintain its Roads. Their number has been reduced from 145400 to 133768 miles.

Have you seen this before?

Weird. straight up. No road maintenance but still is pretty extreme to destroy roads over such.

yea, I've never seen this, but maybe this is some settings I am missing to understand..
