How do I get a Loan from other Nations/Countries/Empires? Seems money is short and my Nation is in need of a loan.

In the window of your country go to the "Security Council" tab, you will see a link that says: "who are the members of the security council", click there and a list of people who are members of the council will be displayed.

Contact one of them and explain the case of your country.

Your other option is: Finance tab on top left -> Loans

Many loans are given automatically if your cash goes negative.
