I personally go for dividend if they have shares those low share price THEN repurchase shares

You buy back all shares if you IPO late in month (secret is to IPO in first 3 days, then buy below par in last 3) - get some easy cash. Never demand shares or no shares yours supply shares theirs ain’t worth the paper you write this one, anyway!
Dividend good if the share price for a while exceeds market and par combined (always check in first 3 days to double money!!! (Secret revealed) - and you don't get all of it at once until first three days of next month! When you make to big of an IPO, reinvest immediately. Take your money back double say when it goes over buy a second time & watch profit quadruple (or double twice is good also). And on and on – get it?
