Out of curiosity, why do you recommend a 190 transport index?

As far as I understand, transport indexes above 140 have no value. Some people like to have a 150 transport index as a buffer for future growth, but 190 seems a tad extreme?

Otherwise, agreed. Education 200 is good for a growing nation to have enough educated workers. And healthcare can be a real money pit if you go over 140 Index, although 130 might be slightly low, unless you're having money problems.

Above 140 healthcare is a real late game level, to try to get that last bit of population growth.

I aim for 150 health education and transport. I run an oil based economy so I do not need as many educated folk so 150 runs perfect for me.

Well, if you do really care about the cost of the game and i suggest you reach level 4 before you start your own CEO sub.

If you want to stay at level 4, please do so, because it will be going to save you lots of cash and high costs down as possible which means, you can have all you're indexes sets to no more than 125 points but stay above 120.
