My corps aren't hiring 100 percent (White Giant)

I have about 24 million people and 31 corps so I know I have enough right now my corps salaries are at about 125 level but my goverment salaries are at about 320 level could this be why my enployment rate is at 62 percent( also most of my corps have good demand right now?)

quite a few of my corps are hiring 10-20 percent right now also im charging NO taxes

you prob dont have enough workers trained for ALL types, particularly the high tech ones. A shortage of any type will stop the corp hiring the same % of all types.
