I think he means having ministers run the departments that would give advice and such and report on information that would be relevant to their department. I don't think he means other players running certain aspects of the game. This feature if added would be redundant. All the information is already given that ministers would report, it would just be like adding at the top of each page, "Good afternoon sir, Minster (insert name here) reports the following information about the education department." I could be wrong but this is what I believe he means by adding ministers.
Fed minsters are already occuring, just outside the actual SimCountry web pages. Most established feds have forum boards where ministers are elected to run certain aspects of the federation. This feature could be added to SimCountry, however I don't believe it would be very high priority, and what type of powers would fed ministers have within SimCountry??? M

There is no real reason to have it now. But, as has been discussed many times over the years, a political component in this game would be really fun. Right now, we do trade really, really well and war fairly well. Space seems to have become a big part of the game and players are actively involved in it, but the domestic stuff in countries is pretty dull.
The game is mostly interesting because of the interactions between players (which is good) but a domestic political element would be great.
Maybe certain ministers have traits and give certain bonuses and/or cause negative consequences.
the Soviet fedeation on kebir blue has already done this. We have a council of 4 members that are ELECTED, we have politcal parties, a premier with a cabinet, and we have many pieces of legislation. Come join us, its A LOT of fun!
