How to use strategic weapons

How can I use my strategic weapon? Let's say I have 20 Nuclear Batteries and some missiles, how can I fire them at a target?

I own such weapons, but I won't use them. I just want to know if I maintain my forces the right way.

That option is only available in PvP combat. You have to pick a fight in order to use them.

How do Free players pick fights?
