Using Radar Planes (Golden Rainbow)

Couple quick questions re using radar planes:

Can you conduct intelligence missions on targets in a country that you are not at war with?

If so, is it bad form or considered an act of aggression?

Can you still take damage to your radar planes if you are targeting a country you are not at war with?

Is there a limit to the number of intelligence missions you can run consecutively?

Does a country know if you target it with a radar plane?


Any help/advice would be appreciated greatly.
