I have asked the question of why my roads are not building? So why are they not, cause the train tracks build with no problem it seems, so why does my roads not build? It makes no sense?

You're buying roads on the market. Is there an excess of roads on the market? If not, then it might take a while for the roads to be bought and show up in your country as built.
