Population won't stabilize. (Fearless Blue)

All these age groups in a snapshot show a decline. The game news said that I think one of these groups would not diminish and therefore fix the massive drop off. Other than raise my health index to 150+ which seems not to be working for those that have a HI that high, what can I do?

Yeah, none of mine have stabilised Wendy, all lose pop after about 55 - 60M. HI varies from 120 to 200 in my countries, makes not a lot of odds except a temp decline in mortality rate if I build 5 - 10 hosps.
Buying a country pop atm to raise it well over 65M and see if it stabilises at that level.
