Battle of the Bulge - Mid Level Workers

I'm currently dealing with some widely imbalanced labor pools because I'm flooded with Mid Level Workers. What can I train my Mid Level Workers into so I can reassign them to something more useful?

For an example: Etar of Kebir Blue

I see the numbers and they are not very large.

such imbalance is seen frequently.

in general, shortages of workers are reduced by a process that allows lower level workers upgrade monthly to medium and high level workers.

In this case, such transfers into medium level workers will not occur and the balance will eventually be restored.

The growth of population will help.

If there is no growth or very slow growth it may take longer.
