Financial Services?? (Golden Rainbow)

I've been playing the game for a little while and have yet to figure out what "Cost of Financial Services" means. Anyone out there have a definition for me?

Its a way for W3 to limit your income. Basically you get charged a fee when your country has over 20T in it. Fee increases the higher over 20T you are. Forces you to move money and buy GCs.

loans also work but they tie ur cash up but also improves your income
