The First Empire has 0% taxes, and plenty of workers atm.

0% in Coruscant, Hoth and Naboo.

I have a few million unemployed in The First Empire, and my taxes are always 0% if anyone's interested.

Tax 10%, over 70K unemployed High tech engineers if anyone want to invest in a high tech corp. Can fit another 2 corps depending on the workforce needs.
