Expanding Advise

My country is getting pretty full and from what I have read pop will slow, if not, decrease around 30 mil. I do have some countries around me that are noT owned. I have heard from some in chat that it is relatively easy to battle an unowned country. I have gotten some tips on what I should have offensively, but what to be sure I have my supplies and steps together before I try this and lose a sh*t ton of stuff.
