Cargo shuttles are always moved away from the country and to the direct trading. They can then be used as cargo shuttles and they can be traded directly with others for gold coins.
Countries do not use the shuttles.
Some corporations however use cargo shuttles and these corporations can purchase them on the market and keep them.
