C3 war level 8 declaration? (White Giant)

Declaring war at war level 6, the system gives an option to fight at level 6 or level 7 plus distance restriction, nearly identical to previous levels. Declaring war at war level 7, I'm only getting an option to fight at war level 7, no mension of war level 8.

Is there a time restraint? I've been war level 7 for less than a game year.

I guess not. Game news said it would be added two weeks later, no mension of it sence.
