Reactivating weapons problems (Golden Rainbow)

I am trying to reactivate weapons in my slave to help increase the defense index. It appears that the weapons are re-deactivating themselves. For days (RL) I have been logging in, reactivating the max amount of weapons and the next time I log in the same amount are deactivated.

For example I have ~12,000 inactive jeeps. I max the amount to reactivate (~4000). I click the button and the green box says they are reactivated. The next time I go to reactivate more arms it shows that I have 12,000 inactive jeeps again.

WTF is going on?

Build more military bases.

Or deploy them in units or garrisons, they won't count as active that way.

I added one military base and now I can reactivate weapons. It would be nice if the game told you WHY you can't reactivate weapons...instead of making it look like you can and then not.

3. Military bases and their capacities
Up to 50 military bases can be set up of each type. There are defensive military bases, defensive military airports, offensive military bases, offensive military airports and also strategic military bases and strategic military airports.

Building of military bases depends on the number of weapons the country has. At least 1000 weapons are needed per military base before a new base can be set up.

The maximum number of weapons per military base is 20.000. If a country has more than 20.000 weapons per military base, some of the weapons will be moved to the reserves.

Is there any way to easily determine the total number of weapons you have?

War > Def/off/strat > inspect troops. Note that weapons deployed in garrisons or units will not be displayed in this screen.
