Automatic salaries

How do the automatic govt and corp salaries work on this game exactly? I mean....

If theres a lot of unemploment in a country, will the overall salries drop in the country?

Also if theres very little unemployment in a country, will the overall salaries rise?

Can someone fill me in on this.

the automatic system will raise them to the same level as long as the country makes a profit the salaries go up, I didn't experience a cap when starting out and running the auto system.
