Are enterprise controlled public corporations considered the same as ceo controlled corporations for back to work and special clinics?

If I sell a majority stake in my country controlled public corps are they regarded as ceo controlled and enable me to put more people through back to work schools and special clincs to free up more workers?

If an enterprise buys it, but if an enterprise doesn't buy, then it'll be bought by average citizen investments and not be enterprise controlled.
