Deploying Defensive Forts

I bought 10 forts a while back and they haven't appeared on the map.

In fact, I look on the garrison map and I see the 5 I already had. Where's the 10 I bought?

try 'repaint map'

Tried it, it didn't work. Although 3 game months later, they appeared.
