If I make a contract between one of my corps to sell goods, etc. to the country and it is at the level the country demands, will the country go and buy even more or just use what the contract supplies (assuming it matches demand)?

The country orders on the market if the level of supplies declines under some limit.

if the contract will keep the level of supplies above that level, the country will not order.

you can check, and set the supply levels that trigger the country to order.
