Is there a way to make a Blueprint with less than 1001 weapons? (Fearless Blue)

Someone told me ingame that they have small garrisons, with 10 units or so. How is that possible if 1001 units (or whatever, weapons) is the least amount you can have.

What if I want 10 nuclear defense batteries (along with the nuclear defense missles) in my large cities, but nothing else?

It would seem poinless to have just NDB in a city, but oh well.


Set up the blueprint and instead of using 100% when you deploy use a smaller number, 1%, 10%,40%. whatever you wish

My reasoning behind the NDB in large cities was that my fortifications must be taken out first by land/air forces. So I reasoned that my cities may come under nuclear attack, but forts certainly cannot. If there is a flaw in this reasoning, kindly let me know. And I realize that as a new player I will have flaws in my reasoning, plus there are scenarios where I "do" see the need for ground troops as well.

well, lets say someone attacks your cities with fp or nfp,nook def only wont stop them

Fp being fighter planes I take it, and nuke fighter planes. I see your point. So air defense batteries would have to be added as well. Thank you!

no reason to use more than 2 nuclear defense batteries they is expensive and expensive to upkeep.

If you sack countries with lots of nuclear defense you can sell it and take get cash.

Even if you are invading with land units you would only need to sack a few forts in order to create a path to the cities. You can also fight with airplanes and missile batteries and airdrop SF units anywhere.
