How do you increase rate of Immirgration? (Kebir Blue)

Since in my Strategy, a higher SS, is the only thing I lack, a higher rate must be required? Since it's pretty much the only thing I lack...
I'm barely getting 3 grand a month, seems quite small for a 24.3 million country.
