Need help in getting teachers and university teachers (Kebir Blue)

Hi! I'm a new and inexperienced country leader here, and I'm facing severe shortage of teachers and university teachers in the Republic of Naona and as a resort my education index is down to 65.94 now. If anyone has any suggestion in how to boost the speed in creating more teachers, I'd greatly appreciate it.
