I am currently starting, i have a lvl 2 nation now going to lvl 3. An educational index of 130, and a health index of 100. Currently i have just received 300,000 people of bonus. Currently you have no spare workers. I can send many corps your way if you want to grow your population a bit. My suggestion though would be not to go too mad and add a little at a time so you can keep up with the education, health and transportation demands extra population brings.
Also I would prefer a 10% or lower corporation tax rate.
