You need more high level workers.

a few more private companies and im done

wanna get my employment up to 95 per cent then im going to leave a 5 percent cushion for pop declines.

not to worry about high level workers. The system automatically promotes medium level workers to offset the high level worker shortages. I am doing some of my own manipulations to speed up the process.
