Federation (Little Upsilon)

At what point in the game should I begin to think about joining a Fed? I enjoy going about my own way but I understand how a Fed can be helpful as well. Should I establish the empire as I see it expanding now and then join a Fed, or should I look for a Fed now and then work on the Empire once I am established in the Fed?
