0% Tax, state corps for sale (Little Upsilon)

I've moved the tax rate of the Krondarian Empire to 0% (take a couple of months for it to get there from the 10% I had it at).

While I don't plan on growing so fast that there will always be available population I do plan on steadily growing as corporations come in and use up the population I have so if there isn't enough workers one day there may be the next.

Any state corporation is also for sale for those who prefer something already there and upgraded.
