Too many high level workers >< (Little Upsilon)

Hey guys i have 150,000 too many high level workers, would anyone like to trade for them? I'll take anything except executives

Keep them because you will need them.

Does it eventually even out? I find myself with literally 1,000 of everything else and below what I need for 100% production but have over 200,000 high level workers at all times. It's rather annoying to know you have a workforce that you can't use :/
