I sympathise with what you say.
There is a war aspect in this game and I don't have a problem with that.
It is the responsibility of the players of this world to maintain stability if that's what they want.
The Security Council and the General Membership has been much more pro-active of late.
There are many ways to 'win' depending on one's own goals. A single empire or group of empires can dominate or severely influence a world.
Politics is what will dictate policy of the Security Council and the ultimate outcome of future events.
If population is lost, demand goes down as you say but so does production.
I would reccommend the peace game levels if players don't want to participate in the war aspect. The war aspect adds spice to the game whether I particpate or not.
As for the IDC, I would have to say they need watching.
