War Decs on Active Players? (Little Upsilon)

Are you being invaded or are hostile units present. troops can end up over a border without a war. Also people can set up airbases and depots which remain in other countries even if ownership changes.

You cannot fire weapons unless you are at war so the invasion can be ignored. Basically it is a glitch.

Sigh...

yeah it was just a tiny glitch because i did the same thing to one of my inactive neighbors.
